The 9/11 Stand Down Order
"In June 2001, a change was made to the rules regarding military interception of hijacked aircraft. Under the rule change, regional air commanders could no longer order an intercept on their own authority. Authorization to launch interceptors had to come from Secretary of Defense Donald Rumsfeld. On 9-11, that authorization was not granted until it was too late."
